+ for space is a convention for form parameter encoding that is not universal https://en.wikipedia.org/wiki/Percent-encoding  

OData only mandates percent encoding: http://docs.oasis-open.org/odata/odata/v4.0/odata-v4.0-part2-url-conventions.html

Note the RFC 3986 reference and:

"Example 28: entity count in a $filter expression. Note that the spaces around gt are for readability of the example only; in real URLs they must be percent-encoded as %20."
