This was introduced I believe with TEIID-3131.  There are two issues here the first is that the rulepushaggregates logic was creating a staged count for the inner side of an outer join even in the union case.  The other is that the logic to remove partial projections in rule assign output elements still needed to add all of nested symbols rather than just removing the output column entirely.
