Simplified the server running state detection.  Removed any removal of the webapp during vdb removal - this seemed to be problematic regardless of whether it was a shutdown or not and changed to a non-persistent deployment of the war.  So for just a vdb undeploy there is a chance that a stale web app will exist - but it's usage will simply fail, and a server reload/restart will clear them out.
