Using an unmodified postgresql client, we don't have flexibility in what properties are sent at initialization time.  This should not be worked until it's clear what is acceptable from a client perspective - do they expect this to be configured on the dsn, is it ok to issue a post connection statement, such as "set application_name 'foo'", etc.
