In a development environment, the expectation would be the cache will be cleared. As for production, the user has to decide if the data is to be kept. For (external) materialization use cases, I think the current expectation would be to clear the cache. However, for using as a data source, the user would have to decide how to migrate the data. Which would entail creating a new cache and moving/transforming the existing data into the new cache (schema format).
