Updated the touch logic so that the item is always en queued.  This highlighted several places in the temptable/stree logic that relied upon referencing the values coming from a non-evicted batch.  Also added defensive logic to the buffermanager cleaner and more assertions to catch situations like these in development.

Typically that usage pattern only occurs with temporary tables.
