We should probably think of this from a holistic perspective.  There are two cases here - the general multi-vdb, and vdb import.  The vdb import case has development time ramifications as well.  If every usage of an imported vdb is effectively an independently maintained copy, then the feature won't have much meaning.  Perhaps now that we support semantic versions we should think about imports being pulled from maven vdb artifacts?
