[~shawkins] This is what I am thinking about https://github.com/rareddy/vdb-maven-plugin/commit/3dfcb56e89905747593890988cebf9aa1b8b583d

It takes a dependency and merges all the VDBs, granted it expects all the models and corresponding ddl file to be unique.
