  WELD-2149 Weld build fails on checkstyle with JDK9
- Upgrade weld-common-build-config version to avoid tools.jar issue
- Update checkstyle to 6.18 (official JDK9 support)
- Update checkstyle Maven plugin to 2.17 (not mandatory to correct issue)
