[webbeans-dev] @Fires/@Obtains

Should we make a last-minute change @Observable -> @Fires and
@Obtainable -> @Obtains?

I have had positive feedback so far from the EG on this change (though
I still have not heard from everyone on this), and I've made it in the
latest drafts of the spec (attached).
