Yes, as required by the spec. However in the RI (post alpha1 IIRC) I  
added an extension point to the RI to allow you to swap out the Naming  
implementation for non-standard environments.

I just documented it - see http://docs.jboss.org/webbeans/reference/snapshot/en-US/html/ri-spi.html#d0e3543
