[weld-dev] Final release

Folks, just to keep everyone uptodate,

We are submitting the spec/RI/TCK on November 11. (That's 5 days from
now.) The latest spec draft that I sent out is *very* close to final.
I'm betting the only changes will be minor editing from now. So please
help us out with a proofread!
