[weld-dev] JIRA outage

Feel free to now post/edit issues in the WELD project 
(http://jira.jboss.org/jira/browse/WELD) as all the open issues from 
WBRI have now been moved over to it.  The other projects (WBX, WBINT, 
WBTCK) will be moved over in the next day.
