[weld-dev] Latest released TCK excludes

Hi Gurkan,

CDITCK-137, CDITCK-138 - still waiting for feedback from the EG on these, so we haven't been able to confirm them as bugs in the TCK. Once we get feedback, we can resolve them as appropriate.
CDTCK-139 - sorry, I had lost track of this, now scheduled to be fixed.
