remove faces-config.xml from webbeans-core.jar and just make it part of the general contract the container must fulfil:

"If JSF support is required, the container must add org.jboss.webbeans.el.WebBeansElResolver and org.jboss.webbeans.jsf.WebBeansPhaseListener to JSF"
