I also had the same problem with Brazilian Portuguese translation. I changed the file "en-US/master.xml", which is properly encoded in UTF-8 but with the preprocessor of XML has the encoding attribute set to ISO-8859-1.

I've attached the patch in DIFF format for evaluation.
