Eliminate the runtime dependency on JTA

The JTA classes need to be on the classpath at runtime or a class not found exception will be thrown. It is important for the Java SE extension not ot have this dependency. This is also an RI issue, since the majority of change will be made in the RI to make sure that JTA is not relied upon when WB is booted into the SE environment.
