Tomcat can use a JNDI resource factory to bind the Manager

A factory object could be setup and documented for use in Tomcat such that the Manager can be bound at the JSR-299 location of java:app/Manager.  This would be useful to keep code originally deployed on Tomcat compatible with other application server code or to make migration easier.
