The TCK currently uses JAX-WS, but does not include any external JARs in the build to include that technology.  Java 6 includes JAX-WS already, but Java 5 did not have it.

This can easily be fixed by identifying an external JAR to use as a dependency in a profile that is activated only when Java 5 is used for the Maven builds.
