As sigtest is a GPL library it is not clearcut whether including it in the TCK distribution would require us to adjust the TCK distribution license from APL. 

As this is a minor inconvenience for users, I do not feel it is worth expending effort on this, we will simply recommend users to download the tool. The documentation already provides a link to the project home page, the version to use, and links to the documentation.
