[wildfly-dev] Bringing back bouncycastle into WildFly-core

Are the modules flagged as being private? If so separate modules sounds
easier - otherwise may need something a fraction more complex.
Either that or cut the complexity and just add them both to WildFly Core
even though core only needs one.
