[windup-dev] Branch XmlConfigSplit-3 // Re: XML config -> extension?

Hi,

The XmlConfigSplit-* branches push the core vs. rulesets split further.
Currently it's XmlConfigSplit-3.
Touches mainly config-xml and reporting.
Could you please review and ack merging?
