[Windup-users] [02026541] Install RHAMT plugin at off-line mode ...

The plugin repository for RHAMT is here as a downloadable ZIP file:
https://developers.redhat.com/products/rhamt/download/

I do not believe that we currently test this as purely an offline
installation, though we are looking at adding this testing for a future
release.
