[Hawkular-dev] faster dev build of hawkular

I like this. I hate waiting for those archives to be built when I am just going to run straight out of target/hawkular-1.x.x.x/.. directory.

I think its fine leaving -Pdozip - in case we want to package up our dev build and send to someone to try for whatever reason.
