This is might not be enough, depending on whether WF agent is within 
your test scope. If you also want to test the agent, you need to build 
Agent with the Metrics snapshot too, and then use that Agent snapshot 
and Metrics snapshot in the HK main build. But generally, there is no 
guarantee that new Metrics or Agent PRs will not break their downstream.
