[Hawkular-dev] Packaging

Result of follow-up conversation on IRC - BTM will become part of Kettle once it has a reasonable level of functionality, but until then will built a local distro that simply layers BTM on top of kettle. This should make it simple to integrate BTM into Kettle at the appropriate time.
