The webapp needs the jBPM core. If it is deployed and pointing to any jBPM datastore (can be an external as well, so you do not need this jBPM core to do any work). I do this now by pointing a jBPM 3.1 webapp to a 3.2 datastore. The 3.1 monitor functionality has not been rewritten for the 3.2 webapp. I'm currently working on that.
