[jboss-rpm] removing dependency on javax.xml.ws.api from the ee module + adding hibernate validator

Better to make that dependency optional. We could upstream that.

As long as the webservices subsystem is not enabled there should be no 
problem.
(This is more as a side-note, than a real issue.)
