[jbosstools-dev] Proposed change to the way plugins and features are timestamped - jgit timestamp provider

Coming soon (unless there are violent objections) we're looking at using 
the jgit timestamp provider when building plugins/features so that 
instead of a build containing all the same timestamped IUs (and
therefore causing more things to change between 
builds/milestones/releases, and more things to need to be 
installed/replaced) IUs will only get a new timestamp IF the code in 
github changes.
