WIP patch.

Contains:
* usage of tycho 0.14.0-SNAPSHOT by default
* clean of build.properties
* Ignore optional dependencies for platform-specific deps
* Remove deps to a eclipse.birt feature since 2 features seem conflicting... (Fix me or improve me)

Most of things seem to be done, but it requires more testing of full build with emply M2_REPO before check in. Some build.properties files may still have some bad entries.
