This patch contains most changes to get Tycho 0.14 working.

What has been done:
* replace some plugin names
* updated some build.properties files
* excluded so optionalDependencies (by configuration Tycho plugins)

What has been done, and I'm not proud of:
* Birt component seems to have a feature that depends on 2 incompatibles Birt features

That's probably an issue with the Eclipse repository, will open a bug for that.

And there is still JBIDE-10840 that is a blocker for Tycho 0.14. It only affects the "forge" component.
