[jsr-314-open] [ADMIN] ChangeLog: moved some changes to "accepted"

In preparation for an as yet uncommitted and unscheduled maintenance
relase, I have moved some easy issues in the ChangeLog [1] from the
"proposed" section to the "accepted" section of that document.

I realize that several of you are eager to get started on official work
towards the next official JCP release of JSF.  I want to remind you that
just because we're not actively making changes to the frame-maker
document portion of the specification, it doesn't mean we can't make
progress on real issues.  Let's continue to use this list until Dan
prevails in getting the JCP to address our issues regarding the move to
the jsr-314-public list.
