[jsr-314-open] Reorganized categories on spec issue tracker

If you've ever filed an issue in the official JSF Specification Issue
tracker [1], you know that the issue categories (called "subcomponents"
in Issuezilla parlance) are useless.  The Sun JSF team realizes this
problem and have taken steps to address it.  We now have new categories
that map to the JSF subsystems.  When you file new issues, please make
an effort to find the right category.
