I've found a block for the 4.0.0.Beta2 release. It seems to be caused when you have cookies from a previous installation and upgrade to master. This is causing a redirect loop: https://issues.jboss.org/browse/KEYCLOAK-7221 I believe this may have been caused by https://issues.jboss.org/browse/KEYCLOAK-5270.
