[keycloak-user] [i18n] Time units in e-mails sent by Keycloak

IMO, this is a legitimate issue and it should be addressed.

However, it's actually larger than that one email template.  The problem 
here is that the Java code passes in parameters to the localized 
template text.  But the parameters themselves were never localized.  So 
to really fix it, we need to review everywhere that we send params to a 
template.

As for whether or not the JIRA should be open, I guess that depends on 
whether or not we can reasonably expect someone to fix it in the near 
future.
