[mod_cluster-dev] 1.0.0.Beta3 released

mod_cluster is a new httpd-based load balancer for use with JBoss AS,
JBoss Web, and Tomcat.

This is largely a bug fix release, but also includes some new features:
* An new httpd handler to display node/context/balancer information
* Ability to exclude specific contexts (e.g. jmx-console) from httpd
auto-registration.
