[rules-users] lock-on-active, why keeps evaluating?

Ok I understand now how lock-on-active is working, thanks a lot. Is there any
way to just drop or disable the rule so it wont get evaluated again for that
session? The enabled meta data can be set in runtime to obtain this
behavior? Any idea?
