[rules-users] RuleAgents and containers

You can do it with singleton pattern. File should be read with something like:
ResourceFactory.newClassPathResource("/MyChangeSet.xml")

RuleAgent monitor all resources which are described in change-set.
Changes of change-set file aren't reflected.
