[rules-users] Session missing rules

I found out the issue....In the folder where I kept all the rules there was a
file module.xml ,while adding the rules to knowledge package ,adding this
was failing and whatever the rules comes after this was not added to
package..Now it works fine when I pointed to a folder where only rules are
there
