I updated to 1.0.4-SNAPSHOT.
The current HAL version is 2.2.0-SNAPSHOT, PL console should depend on
HAL 2.0.6 or 2.2.0-SNAPSHOT ?

I will review the RBAC definitions and how it applies to PL
console/subsystem and propose the changes.
