The more I look into this, my proposal is accurate to how other packaging tools organize files.

war.addAsManifestResource() -> /WEB-INF/classes/META-INF/
war.addAsServiceProvider() -> /WEB-INF/classes/META-INF/services/
war.setManifest() -> /META-INF/MANIFEST.MF
