[weld-dev] Weld Reference Guide 1.1 now in Flies

I think jboss-l10n blocked Pete as a non-subscriber.  Unfortunately, I
don't think cc-ing multiple lists works very well these days, unless
everyone who might reply is on both lists anyway.

This [deciding on the writer/translator workflow] is probably one of
those rare cases where a forum thread would work better than a mailing
list.  Or perhaps the issue tracker?
