[weld-dev] Weld 2.2.x runs against CDI 1.1 cts vs. CDI 1.2 cts?

Weld 2.2 should be run against CDI 1.2 TCK. There were changes between 
CDI 1.1 and 1.2 due to which it won't pass CDI 1.1 TCK entirely.
