Rejecting this issue. Just cleaned out the ivy cache again and the build succeeded, dom4j
was present.
Apologies, something must have happened with my ivy download earlier.

dom4j is no longer being pulled in but this is being hidden by the metadata already
cached by ivy.
Cleaning out the ivy cache, forcing a re-evaluation, fails to build.
