You never can externally. This is just something the application has to ensure if it wants
to tie into failover. If the service is statefull then we'd have a big disclaimer
"THIS WILL NOT WORK FOR STATEFULL SERVICES".
We could obviously play tricks with the EPR or registry by requiring the application to
mark its stateless services so we can recognise them, but I don't think that's
imperative.
