This prevents the default CI tests from running once this point has been reached. The issue exists because the base-build.xml has been modified to only look for JEMS-EULA.txt rather than checking it in addition to JBossORG-EULA.txt. We need to fix this issue and address any others that may prevent the CI build from running from within the SOA platform branch.
