The use of Base64 gave us the ability to pack/unpack arbitrary messages, but it encoded
them in the db so you couldn't easily manipulate them. Have changed that, but it
really needs a per-message type encoding approach. For now, the implementation only deals
with the message types we support. Not important enough to add a encoding-plugin pattern
to make it dynamic. That can come later.
Remove base64 encoding from DBMessageStoreImpl
