Move listeners and remaining services into rosetta directory. Then move rosetta directory
out of core and to same level as core. Then remove core. Obviously migrate all tests too.

Now we have a separate directory for services outside of core, I'd like to remove the
core itself and merge listeners and rosetta into rosetta (promoting it to the same level
as services).
