Kevin - I just checked out revision 13788 and am still seeing this error with no FTP
server configured. Am I missing something?

The QA and integration tests currently require the configuration of an external ftp
server to run.
If no ftp server has been configured then the build scripts should deploy the embedded
ftp server and update the ftp properties so that the tests can still run.
