The unit tests weren't supposed to be using an FTP server, embedded or otherwise, at this point. Any tests requiring FTP were supposed to be integration or qa. There is a RemoteGatewayListenerIntegrationTest for that purpose. The intention with this work will be to have an embedded ftp server used as a default while retaining the ability to override the server (e.g. CI would use a normal FTP server).
